The rule in two sentences

Skatteverket's employer guidance opens with the principle: “Huvudregeln är att gåvor från arbetsgivaren är skattepliktiga” — the main rule is that gifts from an employer are taxable. The exceptions are julgåvor, jubileumsgåvor and minnesgåvor, which are tax-free as long as the gift's market value including VAT stays within the limits. Above them, in the agency's words, the gift is “skattepliktig från första kronan” — taxable from the first krona.

That makes Sweden structurally closer to Italy's all-or-nothing €1,000 threshold than to the UK's £50 trivial benefit, and much narrower than either: the exemption is tied to occasions, not to an annual allowance you can spend whenever you like. There is one Christmas a year. There is no tax-free birthday gift, no tax-free summer gift and no tax-free spot award.

The whole rule in one table

These are the 2026 figures from Skatteverket's Belopp och procentsatser för inkomståret 2026 (dated 7 January 2026) and its employer page on gifts, with the 2025 figures from the equivalent 2025 table.

Gift2026 limit (incl. VAT)2025 limitWhen it appliesWhere the number comes from
Julgåva (Christmas gift)600 kr550 krOnce a year, at Christmas, to all employees or a larger groupSkatteverket's reading of “mindre värde”
Jubileumsgåva (company jubilee)1,800 kr1,650 krCompany's 25th, 50th, 75th or 100th anniversary; never before year 25, never more often than every 25 yearsSkatteverket's reading of “sedvanliga”
Minnesgåva (commemorative gift)15,000 kr15,000 krEven birthdays from 50, at least 20 years of service, or when employment ends; employee must have at least six years' total service; once, plus once more on leavingThe statute (11 kap. 14 § IL)
Any other giftNoneNoneBirthdays, summer, performance, thank-yous, welcome giftsMain rule: taxable salary
Cash, cheques, cash-convertible cardsNoneNoneNever, on any occasion11 kap. 14 § second paragraph

The right-hand column is the detail most guides skip, and it explains the numbers. The statute gives a figure only for the minnesgåva. For the other two it uses open words — “of minor value”, “customary” — and the kronor amounts are Skatteverket's interpretation of those words, which the agency revises on its own schedule. That is why 600 kr and 1,800 kr move and 15,000 kr does not.

Why the limits rose 9.1% when prices rose 0.7%

It is common to read that the julgåva limit “follows inflation” or the prisbasbelopp. The 2026 numbers do not support that:

Figure20252026Change
Julgåva limit550 kr600 kr+9.09%
Jubileumsgåva limit1,650 kr1,800 kr+9.09%
Minnesgåva limit15,000 kr15,000 kr0%
Prisbasbelopp58,800 kr59,200 kr+0.68%
Inkomstbasbelopp80,600 kr83,400 kr+3.47%

Both administrative limits rose by exactly one-eleventh, and they keep the same 3:1 ratio they had in 2025. They move in round 50 kr steps when Skatteverket decides prices have moved enough to justify a step, not every year by an index. Two practical consequences: do not uprate the limit yourself in a budget for a future year, and check the year on any page you read — plenty of Swedish payroll content still quotes 500 kr or 550 kr for the julgåva and 1,500 kr or 1,650 kr for the jubileumsgåva.

Gift cards: the cash-convertibility test

This is the question most employers actually have, and Skatteverket answers it in three sentences on its employer page:

In English: cash is never tax-free; cheques, postal orders and gift cards that can be exchanged for money count as cash; a gift card that cannot be exchanged for money can be a tax-free gift. The “can” matters — the card still has to satisfy every other condition: a qualifying occasion, the value limit, and the all-employees-or-a-larger-group test. The position goes back to a Skatteverket ställningstagande of 30 November 2005 (dnr 130 628591-05/111), which concluded that such a card should not be taxed when it is a julgåva, a customary jubileumsgåva or a minnesgåva.

What that means for the instruments employers actually buy:

InstrumentCan be exchanged for money? Can be a tax-free julgåva?
Retailer or brand gift card (closed loop)Normally no — redeemable for goods or services onlyYes, within 600 kr and the other conditions
Multi-store or gift-choice card (employee picks a brand or a gift)Normally noYes, on the same test — check the issuer's terms for any cash-out clause
Prepaid Visa / Mastercard that allows ATM withdrawals or a balance refundYesNo — it is a payment instrument that converts to cash
Cash, Swish, a bank transfer, a salary supplementIt is moneyNever
Donation to charity the employee chose instead of a giftTreated as cashNo — taxed as salary (see below)

What counts towards the 600 kr

The limit is the gift's market value including VAT. For a gift card that is its face value. Skatteverket adds one useful clarification on the julgåva: “I gåvans värde räknas inte dina kostnader för administration och transporter av gåvorna in” — your costs of administering and transporting the gifts do not count towards the value. A platform fee, a delivery charge or the cost of a card carrier sits outside the 600 kr. A 600 kr card plus a 25 kr delivery fee is a 600 kr gift; a 625 kr card is not.

The first-krona cliff, priced

“Taxable from the first krona” sounds like a technicality until you price it. Once a gift crosses the limit, the employee is taxed on its full market value as salary, and the employer pays arbetsgivaravgifter of 31.42% on that market value. Using the 2026 average total municipal tax rate of 32.38% (SCB) as the employee's marginal rate, and 52.38% for someone above the state income tax threshold (32.38% + 20%):

Gift valueTaxable?Employee keeps (32.38%)Employee keeps (52.38%)Employer's cost
600 krNo600 kr600 kr600 kr
601 krYes, all of it406 kr286 kr790 kr
750 krYes, all of it507 kr357 kr986 kr
887 krYes, all of it600 kr423 kr1,166 kr
1,260 krYes, all of it852 kr600 kr1,656 kr

Read the 601 kr row twice. One extra krona of gift takes 194 kr away from the employee and adds 190 kr to the employer's bill. And the employee does not get back to the 600 kr they would have kept from a tax-free gift until the gift reaches 887 kr — or 1,260 kr for someone paying state income tax.

What the same value costs in cash

The flip side of the cliff is the reason the exemption is worth using at all. To put 600 kr in an employee's pocket as salary, you have to pay enough gross salary to survive income tax and then pay employer contributions on top:

Tax-free routeNet valueCash equivalent cost, 32.38%Cash equivalent cost, 52.38%Cost, employee born 2003–2007 (20.81%)*

Multiplier1.00×1.94×2.76×1.79×

* The temporarily reduced employer contribution of 20.81% applies to pay of up to 25,000 kr a month paid from 1 April 2026 to employees born 2003–2007; above that, 31.42%. Calculation for that column uses the 32.38% income tax rate.

For a 50-person company, a 600 kr julgåva for everyone costs 30,000 kr. Delivering the same net value as a December bonus costs 58,305 kr at the average municipal rate. The gift is deductible for the company in both cases: Skatteverket states that a gift to an employee is deductible “oavsett om förmånen är skattepliktig eller inte” — whether or not it is taxable for the employee — and, where it is taxable, so are the employer contributions on it.

VAT: the cost difference between a gift and a gift card

Skatteverket's gift page ends on a line that has a real budget effect: “Du har avdragsrätt för ingående moms på inköp av gåvor, så länge förmånen är skattefri för den anställda vid inkomstbeskattningen” — you can deduct input VAT on gifts as long as the benefit is tax-free for the employee.

Because the 600 kr limit includes VAT, a physical gift bought at the standard 25% rate is 480 kr plus 120 kr VAT, and a VAT-registered employer recovers the 120 kr. Its net cost is 480 kr. A gift card usually works differently. Under the EU voucher rules (VAT Directive articles 30a and 30b, implemented in Sweden's mervärdesskattelag), a multi-purpose voucher — one where the place of supply or the VAT due is not known when it is issued, which covers most multi-brand and choice cards — carries no VAT when it is sold. VAT arises when the employee redeems it. There is nothing for you to reclaim, so a 600 kr multi-purpose card costs 600 kr.

Christmas gift worth 600 kr incl. VATVAT you can recoverNet cost (VAT-registered employer)Employee choice
Physical gift, 25% VAT120 kr480 krNone — everyone gets the same item
Multi-purpose gift card0 kr600 krFull

So a gift card is not the cheapest julgåva for a VAT-registered company — it costs up to 25% more than a physical item of the same declared value. What you buy with that difference is choice, zero logistics (no warehousing, no wrapping, no deliveries to remote staff) and a gift that is actually used. You should make the decision with the numbers in front of you, and you should not let anyone tell you the gift card is “VAT-free and therefore cheaper” — for a VAT-registered buyer the opposite is true.

“All employees or a larger group”

The occasion rules come with a generality condition: “Du som arbetsgivare måste ge gåvan till alla anställda eller till en större grupp av anställda för att reglerna om skattefrihet ska gälla.” A julgåva given only to the sales team that hit its target is not a julgåva; it is a performance bonus dressed for Christmas, and it is taxable. Skatteverket's public guidance does not put a number on “en större grupp”. A whole department, a whole site or a whole country entity is the natural reading; a hand-picked list is not.

Two clarifications from the same page are worth knowing. First, contractors can be included: “Även uppdragstagare kan omfattas av reglerna om skattefrihet för gåvor till anställda.” Second, the gift can be the same value for everyone and still differ in form — which is exactly what a choice card or a catalogue does.

Giving to charity instead of gifts — and what changed in 2026

Many Swedish companies replace julklappar with a donation. Skatteverket separates two cases:

  • The employee asks you to donate instead. The employee is taxed on the value as salary, because the gift is treated as cash.
  • The company decides on its own to donate instead of giving gifts. No taxable gift arises for anyone, but the company cannot deduct the donation.

Until 2025 that second route was strictly more expensive after corporate tax: a 30,000 kr gift budget cost 23,820 kr after the 20.6% deduction, while a 30,000 kr donation cost 30,000 kr. From 1 January 2026, legal entities such as aktiebolag can claim a tax reduction of 20.6% — the same as the corporate tax rate — for qualifying donations. The conditions on Skatteverket's page on gifts to non-profits are specific: a cash gift of at least 2,000 kr on a single occasion, to a recipient approved by Skatteverket at the time of the gift, for social welfare work or scientific research, with a base of at most 800,000 kr a year (164,800 kr of reduction). Handelsbolag, kommanditbolag and tax-exempt entities cannot use it.

For a company that meets those conditions, the arithmetic now comes out level: 20.6% back through the reduction against 20.6% lost through non-deductibility, so a 30,000 kr donation costs about the same 23,820 kr after tax as 30,000 kr of gifts. That is a new fact for 2026, and it makes the charity choice a values decision rather than a cost penalty — provided the recipient is on Skatteverket's approved list when you pay.

The other tax-free routes Swedish employers use

Gifts are not the only way to give Swedish staff something tax-free, and the others are often confused with them.

Route2026 limitCan it be a gift card?
Friskvårdsbidrag (wellness allowance)Up to 5,000 kr a year per employee; above that, all of it is taxableNo — Skatteverket says the allowance cannot pay for a gift card, because the card itself is not an approved activity
Non-exercise wellness (e.g. massage)Within the friskvård rules, at most 1,000 kr per occasionNo
Personalvårdsförmåner (coffee, fruit, simple refreshments, team events)“Of minor value” — no kronor figure in the statuteNo — 11 kap. 11 § IL excludes benefits that can be exchanged for cash and benefits received outside the workplace “genom kuponger eller något motsvarande betalningssystem”
Personalcykel (employer-provided bicycle)Taxable only above 3,000 kr of benefit value a year, if offered to all permanent staff at the workplaceNo

The personalvård row is where gift-card programmes most often go wrong in Sweden. A monthly lunch voucher, a coffee-shop card or a “wellbeing” card used outside the office is not a personalvårdsförmån: the statute removes coupon-type benefits used away from the employer's premises from the category entirely. Those are taxable unless they fit one of the three gift occasions.

How much can one employee receive tax-free in a year?

Stacking the routes for a single employee shows how lumpy the Swedish system is:

  • A normal year: 600 kr julgåva, plus up to 5,000 kr of friskvårdsbidrag for exercise — and nothing else in gift form.
  • The company's 25th, 50th, 75th or 100th year: add a 1,800 kr jubileumsgåva.
  • The employee turns 50 (or 60, 70…), hits 20 years, or leaves after six: add one 15,000 kr minnesgåva — once in a career, plus once on leaving.

For a recognition programme that wants to say thank you through the year, the honest conclusion is that Sweden offers one tax-free moment — Christmas — and everything else should be budgeted as taxable, with the employer contributions included. That is not a reason to stop recognising people; it is a reason to budget the way you would for any bonus.

When a gift is taxable: what payroll has to do

  1. Value it at market value including VAT — the face value for a gift card.
  2. Report it as a förmån for the individual in the monthly arbetsgivardeklaration, in the month it is given.
  3. Withhold preliminary tax on cash pay plus the benefit — the benefit itself has no cash in it, so the tax comes out of salary.
  4. Pay arbetsgivaravgifter on the market value: 31.42% for employees born 1959 or later, 10.21% for those born 1938–1958, and the temporary 20.81% rate where it applies.
  5. Deduct the gift and the contributions in the company's accounts, and do not reclaim input VAT on a gift that turned out to be taxable to the employee.

If you would rather give a reward with no surprise for the employee, there is a cleaner option for recognition outside Christmas: decide the net amount you want them to receive and gross it up through payroll. Our rewards budget framework shows how to plan that across countries.

Sweden and the UK draw the gift-card line in the same place — cash-convertibility — but the UK lets you use its allowance on any occasion while Sweden ties it to Christmas and two rare milestones. For employers running one programme across the Nordics and the rest of Europe, the country matrix is the place to start.

The julgåva checklist

  • Budget 600 kr including VAT per person — not 600 kr plus VAT, and not last year's 550 kr.
  • Keep fees outside the card value. Administration and transport costs do not count towards the limit; a card loaded above 600 kr does.
  • Check the card cannot be exchanged for money — no ATM access, no cash refund of the balance, no bank-transfer option in a choice catalogue.
  • Give it to everyone, or to a genuinely larger group. Contractors may be included.
  • Never top up “a little”. Anything from 601 kr to 887 kr is worse for both sides than 600 kr.
  • Reclaim input VAT only on tax-free physical gifts and single-purpose vouchers that carry VAT; a multi-purpose gift card has none to reclaim.
  • If you donate instead, decide it as a company — not at the employee's request — and check the recipient is on Skatteverket's approved list if you want the 2026 tax reduction.
  • Process every other gift as salary with arbetsgivaravgifter, in the month it is given.

Send 600 kr julgåvor without the spreadsheet

Rewordin delivers digital gift cards to every employee in one run, with per-country limits — Sweden's 600 kr julgåva, Germany's €50 a month, Ireland's €1,500 a year — built into the programme so nobody tops a card up into taxable territory. Bulk delivery runs through our gift card API, and the reward catalogue lets each employee pick the brand they want.

Frequently asked questions

How much is a tax-free julgåva in 2026?

600 kronor including VAT per employee, up from 550 kronor in 2025, according to Skatteverket's table of amounts for income year 2026. The gift must be given to all employees or a larger group, and it cannot be cash.

Can a julgåva be a gift card?

Yes, if the gift card cannot be exchanged for money. Skatteverket counts gift cards that can be exchanged for money as cash, which is never tax-free, but says a gift card that cannot be exchanged for money can be a tax-free gift. The card still has to stay within 600 kronor and go to all employees or a larger group.

What happens if the julgåva is worth more than 600 kr?

The whole gift becomes taxable salary from the first krona, not just the part above 600 kronor. The employee pays income tax on the full value and the employer pays arbetsgivaravgifter of 31.42% on it. At the average municipal rate of 32.38%, a 601 kr gift leaves the employee about 406 kr.

Can I give a tax-free birthday gift to an employee in Sweden?

Not in general. The only birthday-linked exemption is the minnesgåva, which applies to even birthdays from 50 upwards for employees with at least six years' total service, up to 15,000 kronor, and only once apart from on leaving. An ordinary birthday gift is taxable.

Does the 600 kr include delivery and admin fees?

No. Skatteverket states that the employer's costs for administration and transport of the gifts are not counted in the gift's value. The value is the market value of the gift itself, including VAT.

Can we let employees choose their own julgåva?

The value test is what matters: the gift must be worth no more than 600 kronor including VAT and must not be money or exchangeable for money. A catalogue or choice gift card at that value meets those conditions, provided no option in the catalogue is cash, a bank transfer or a card that can be cashed out.

What is the jubileumsgåva limit for 2026?

1,800 kronor including VAT, up from 1,650 kronor in 2025. It only applies when the company celebrates a 25th, 50th, 75th or 100th anniversary, cannot be given before the 25th, and not more often than every 25 years.

Can I use friskvårdsbidrag to give a gift card?

No. Skatteverket says the wellness allowance of up to 5,000 kronor a year cannot be used to buy a gift card, because the card is not itself an approved activity. An employee can pay for an approved activity with a gift card and claim against the receipt, but that is reimbursement of the activity, not a gift.

Can we donate to charity instead of giving julklappar?

Yes. If the company decides on its own to donate, no taxable gift arises for employees, but the donation is not deductible. From 1 January 2026, a legal entity that pays state income tax can claim a 20.6% tax reduction for a cash gift of at least 2,000 kronor to an approved recipient for social welfare or scientific research. If an employee asks you to donate their gift instead, they are taxed on it as salary.

Do contractors count for the julgåva rules?

They can. Skatteverket states that uppdragstagare can also be covered by the tax-free rules for gifts to employees.

  • Skatteverket, “Gåvor till ideella verksamheter”: the 2026 tax reduction for legal entities at 20.6%, the 2,000 kr minimum, the 800,000 kr base and 164,800 kr maximum, the approved recipient requirement and the excluded entity types
  • Skatteverket, “Personalvårdsförmån, motion och friskvård”: the 5,000 kr friskvårdsbidrag limit, the 1,000 kr per occasion rule for non-exercise activities, and the statement that the allowance cannot be used to buy a gift card

  • Skatteverket ställningstagande of 30 November 2005, dnr 130 628591-05/111: gift cards that cannot be exchanged for money as tax-free julgåvor, jubileumsgåvor and minnesgåvor
  • SCB, “Kommunalskatterna 2026” (15 December 2025): average total municipal tax rate 32.38%, down from 32.41%

Derived figures are ours. The dead zone, the cliff table, the cash-equivalent multipliers and the charity parity are calculated from the rates above. They use the average municipal tax rate as a marginal rate and ignore the jobbskatteavdrag and individual municipal rates (28.93% in Österåker to 35.65% in Dorotea in 2026), so treat them as representative, not as a payslip. This guide is general information, not tax advice; for a specific programme, confirm with your redovisningskonsult or Skatteverket.
