Tax-Free Employee Gifts in Norway 2026: The NOK 5,000 Rule, Gift Cards and the Three Limits You Can Stack

Last updated: November 2026. All amounts are Norwegian kroner (NOK). Rules as stated in Skatte-ABC 2025/2026 and FSFIN § 5-15-1, the regulation that sets the limits.

The rule in two sentences

Skatteetaten's handbook starts from the main rule: “Gaver i arbeidsforhold er i utgangspunktet skattepliktig” — gifts in an employment relationship are taxable to begin with. The exceptions are written into FSFIN § 5-15-1, the Finance Ministry's regulation to the Tax Act, which sets three value limits for gifts that consist of “annet enn pengebeløp” — anything other than money.

That makes Norway the most practical regime we have covered in the Nordics. Where Sweden allows one tax-free Christmas gift a year and nothing else, Norway gives you an annual allowance you can spend whenever you like — one Christmas card, a summer card and a spot award, or twelve small monthly ones — as long as the total stays at or below NOK 5,000 in the income year. It is structurally closest to Ireland's small benefit exemption, but with an excess rule instead of a cliff.

The handbook is explicit that the limits combine: “Gaver kan gis etter flere alternativer til samme skattyter i samme år” — gifts can be given under several of the alternatives to the same person in the same year. None of them requires a general scheme for the whole company any more, and the exemption extends to board members (including deputies), even where the board member is a shareholder or the company has no other employees. A board member can receive a tax-free gift from each company where they hold a seat.

When a gift card is a gift — and when it is cash

The handbook puts it in one sentence: “Gavekort som ikke kan løses inn i kontanter, likestilles med gaver ytet i form av naturalytelser.” A gift card that cannot be redeemed for cash is treated exactly like a gift in kind. Skatteetaten's deduction guidance for businesses repeats it: the first example it gives of a qualifying employee gift is “gift cards that cannot be exchanged for cash”.

What you giveHow Skatteetaten treats itCan it be tax-free?
Gift card for a store, a chain or a choice of brands, no cash-outEquivalent to a gift in kindYes, within the limits
Physical gift (julekurv, electronics, a watch)Gift in kind, valued at market valueYes, within the limits
Money that the employee spends on a gift and documents with a receiptEquivalent to a gift in kindYes, within the limits
Free phone, broadband, newspaper or gym membershipCan be covered by the gift limitYes — the 2021 change made this possible
Gift card that refunds the balance in cash or works at an ATMCash-equivalentNo
Cash, Vipps, a bank transfer, a bonus on the payslipMoneyNever

The receipt route is the one most guides miss. The handbook says the same treatment applies to “gaver som i utgangspunktet består i penger, men hvor den ansatte leverer kvittering til arbeidsgiveren for kjøpet av gaven” — a gift that starts as money but where the employee hands in a receipt for buying the gift. It works, but it means collecting and archiving a receipt per person; a closed-loop gift card does the same job without the paperwork.

Over the limit: only the excess is taxed

FSFIN § 5-15-1 (4) is short: any amount above the limits is taxable. Skatteetaten's handbook says for the NOK 5,000 limit that “skattlegges det overskytende” — the excess is taxed — and the 2012 Christmas statement already called it a verdiregel, a value rule, so that “kun det overskytende” is taxable income. There is no cliff. That is the most important practical difference from Sweden's first-krona rule and Italy's all-or-nothing €1,000.

Skatteetaten's worked example, with our numbers for what it costs: an employee receives a NOK 8,000 Christmas gift. NOK 5,000 is a tax-free gift and NOK 3,000 is taxed as salary. The employer deducts the full NOK 8,000 — NOK 5,000 as a gift expense, NOK 3,000 as a salary expense.

Employee's bracket (2026)Marginal rate on salaryTax on the NOK 3,000 excessEmployee keeps (of NOK 8,000)Employer cost incl. 14.1% AGA

Trinn 5 (from NOK 1,467,201)47.4%NOK 1,422NOK 6,578NOK 8,423

The marginal rate is 22% tax on ordinary income + 7.6% trygdeavgift + the bracket's trinnskatt, all 2026 rates from Skatteetaten. Employer cost assumes zone I arbeidsgiveravgift (14.1%) on the NOK 3,000 taxable part only — tax-free gifts in kind are outside the AGA base, per Skatte-ABC A-14-3.2.

Cash vs a gift card: what NOK 5,000 actually costs

Here is the number that justifies the whole exemption. To put NOK 5,000 in an employee's pocket as salary you have to gross it up for their marginal rate and then pay 14.1% arbeidsgiveravgift on the gross. A NOK 5,000 gift card costs NOK 5,000.

For a company of 100 employees, all in trinn 2, giving everyone the full NOK 5,000 as a gift card instead of as salary saves NOK 359,187 a year (NOK 859,187 vs NOK 500,000). In zone V, where arbeidsgiveravgift is 0%, the multiplier for trinn 2 falls to 1.51× — the income tax alone does most of the work.

Stacking the limits: up to NOK 17,000 in one year

Because the three limits are separate and can be used for the same person in the same year, the theoretical tax-free maximum in a single income year is the sum of all three:

Scenario (one employee, one income year)Tax-free giftsCash equivalent at trinn 2 (employer cost)
Ordinary year: Christmas + summer + a spot awardNOK 5,000NOK 8,592
Employee turns 50 or gets marriedNOK 9,000 (5,000 + 4,000)NOK 15,465
Employee reaches 20 years of serviceNOK 13,000 (5,000 + 8,000)NOK 22,339
Employee turns 50 in the year they reach 20 (or 30) yearsNOK 17,000 (5,000 + 4,000 + 8,000)NOK 29,212

Two traps. First, the long-service gift is tied to the anniversary: Skatte-ABC says it does not cover a 15-year gift, and it cannot be given more often than at 20 years and every 10 years after. Second, the NOK 4,000 and NOK 5,000 limits are shared with third parties: a gift from a supplier or a client that the employee receives because of their job uses up the same allowance. If your sales team gets generous Christmas gifts from customers, your own NOK 5,000 may not all be available.

Julebord, Christmas parties and welfare measures

A julebord is not a gift. Skatte-ABC V-4 treats joint events such as “felles julebord” as velferdstiltak — welfare measures aimed at well-being and cohesion at the workplace. Skatteetaten's Christmas statement sets the condition: the benefit is tax-free if it is reasonable and offered to all or a significant group of employees, and the employer can normally deduct the cost.

The handbook says the welfare rules and the gift rules can be used together, which is the useful part: a julebord does not reduce the NOK 5,000 you can give as a Christmas gift card. Two caveats from the same sources:

  • The welfare-measure exemption does not apply to a company without employees, or whose employees together do not amount to one full-time position. A one-person AS cannot run a tax-free julebord for its owner.
  • Business contacts at the party are not “connected to the company”; their share is representation, deductible only in part or not at all, and no deduction is allowed for any part of a hospitality event where spirits (brennevin) are served.

VAT: the cost most budgets miss

Merverdiavgiftsloven § 8-3 (1) f denies the deduction of input VAT on gifts. Skatteetaten's VAT handbook (M-8-3.7) states the rule plainly — “Det er ikke fradragsrett for inngående merverdiavgift på gaver” — with one exception: items of trivial value, now defined in FMVA § 1-3-6 as NOK 100 per unit including VAT. The handbook also notes that medals and diplomas for long and faithful service count as gifts, so no deduction there either.

What it means for a gift budget: the tax value of a physical gift for the employee is its market value including VAT, but the employer cannot recover the VAT inside it. On a NOK 5,000 gift at the standard 25% rate, NOK 1,000 is VAT you will not get back; on a NOK 5,000 Christmas hamper of food at the 15% rate, NOK 652. Budget the gift at its full price, not the ex-VAT one.

Corporate tax deduction and reporting

The gift is deductible for the company. Skatteetaten's business guidance says a business can claim a deduction for gifts to employees as long as the gift is a benefit in kind, not money, and lists the qualifying cases: non-cash gift cards, phone/broadband/newspaper subscriptions, gym membership, occasion gifts up to NOK 4,000, long-service gifts up to NOK 8,000 and other gifts up to NOK 5,000. The part above a limit is deducted too — as salary. Keep the documents; you do not send them in, but must produce them if asked.

The 2012 Christmas statement attached two conditions that no longer apply: the NOK 1,000 limit of the time required that “bedriften ikke fradragsfører kostnaden” (the company did not deduct the cost) and that the gift was given under a general scheme. Today's handbook drops both. If you are working from an old internal policy, check that it was updated in 2021 — the limit is five times what that statement described.

The employee's side is simple: a gift within the limits is not taxable, and an excess is taxed as salary that the employer reports. The employee still has an independent duty to declare taxable benefits that were not reported, which matters mostly for third-party gifts.

How to design a Norwegian gift programme

One Christmas gift cardNOK 5,000Yes, exactlyLeaves no headroom for any other gift that year
Christmas NOK 3,000 + summer NOK 2,000NOK 5,000YesThe most common split in practice

Christmas NOK 3,000 + monthly NOK 250NOK 6,000No — NOK 1,000 taxableOnly the NOK 1,000 is salary, but it must go through payroll
Gift card on an employee's 50th birthdayNOK 4,000Uses the occasion limit insteadTheir NOK 5,000 stays untouched
  • Track gifts per person, per income year. The NOK 5,000 is an annual total, not per gift — recognition, Christmas and summer all draw on it.
  • Use cards that cannot be redeemed for cash — no ATM access, no cash refund of the balance, no bank-transfer option in a choice catalogue.
  • Record the occasion for any NOK 4,000 or NOK 8,000 gift: the birthday, the wedding, the service anniversary date.
  • Ask about third-party gifts in roles where suppliers or clients give presents; they share the same allowance.
  • Send anything above a limit through payroll as salary, with arbeidsgiveravgift on the excess only.
  • Budget physical gifts at full price. The input VAT is not deductible above NOK 100 per item.

If you run the same programme in several countries, the limits diverge sharply — compare Germany's €50 a month, the UK's £50 per gift and the overview in how to reward remote teams across countries. For the delivery side, see bulk gift cards for employees.

Give the full NOK 5,000 without tracking it in a spreadsheet

Rewordin delivers digital gift cards to every employee in one run, with per-country limits — Norway's NOK 5,000 a year, Sweden's 600 kr julgåva, Germany's €50 a month — built into the programme, so nobody tops a card up into taxable territory. Bulk delivery runs through our gift card API, and the reward catalogue lets each employee pick the brand they want.

Frequently asked questions

How much can an employer give an employee tax-free in Norway in 2026?

NOK 5,000 per income year in gifts that are not money, under FSFIN § 5-15-1 (3). On top of that, NOK 4,000 a year for jubilee or occasion gifts and NOK 8,000 for a long-service gift at 20 years and every 10 years after.

Are gift cards tax-free for employees in Norway?

Yes, if they cannot be redeemed for cash. Skatteetaten treats such a gift card as equivalent to a gift in kind, so it counts towards the NOK 5,000 annual limit like any other gift.

What happens if a Christmas gift is worth more than NOK 5,000?

Only the excess is taxed. A NOK 8,000 gift is NOK 5,000 tax-free and NOK 3,000 taxable salary, and the employer pays arbeidsgiveravgift on the NOK 3,000 only.

Is a cash Christmas bonus tax-free in Norway?

No. Every limit in FSFIN § 5-15-1 applies only to gifts that are not money. A cash gift, a Vipps transfer or a bonus on the payslip is salary.

Does the gift have to be given to all employees?

No longer. Skatteetaten states that from income year 2021 the condition that gifts be given under a general scheme for all employees was abolished. You can reward one person.

Does a julebord count towards the NOK 5,000?

No. A reasonable julebord offered to all or a significant group of employees is a tax-free welfare measure, and the handbook says the welfare and gift rules can be used together.

Can board members receive tax-free gifts?

Yes. The exemption covers board members and deputies, including shareholders, and a board member can receive a tax-free gift from each company where they sit on the board.

Can the company deduct VAT on employee gifts?

No, unless the item is of trivial value — NOK 100 or less per unit including VAT. Merverdiavgiftsloven § 8-3 (1) f denies input VAT on gifts.

Methodology and sources

Every figure in this guide was verified against the following on 1 November 2026:

  • FSFIN § 5-15-1 “Gaver i arbeidsforhold” (forskrift 19 November 1999 no. 1158, Lovdata): the NOK 8,000, 4,000 and 5,000 limits, the non-cash condition, the occasion list, the excess rule and the joint limit with third parties; last amended by forskrift 13 January 2021 no. 75
  • Skatteetaten, Skatte-ABC 2025/2026, G-1-2.1 “Gaver mv.”: the gift-card sentence, the receipt rule, board members, no general-scheme condition, the 15-year example, and the statement that several alternatives can be used for the same person in the same year
  • Skatteetaten, Skatte-ABC 2025/2026, N-1-6.20, A-14-3.2 and V-4-1: gifts as benefits in kind, tax-free benefits outside the arbeidsgiveravgift base, and welfare measures including julebord
  • Skatteetaten, “Gifts and travel paid by employer” (English): the 2021 change to NOK 5,000 and the abolished general-scheme condition, the NOK 500 non-employee rule, and the occasion list that includes 75
  • Skatteetaten, “Deduction for expenses related to gifts”: deductibility, the NOK 8,000 Christmas-gift example, the long-service example and the NOK 10,000 / 15,000 personnel-discount figures
  • Skatteetaten, prinsipputtalelse “Gaver og tilstelninger gjennom arbeidsgiver i juletiden” (10 December 2012): the earlier NOK 1,000 limit and its conditions, the verdiregel, julebord, trivial-value gifts and the brennevin rule
  • Skatteetaten, Merverdiavgiftshåndboken M-8-3.7: no input VAT on gifts, the NOK 100 trivial-value threshold (FMVA § 1-3-6), medals and diplomas
  • Skatteetaten rate pages for 2026: trinnskatt (1.7 / 4.0 / 13.7 / 16.8 / 17.8% from NOK 226,101 / 318,301 / 725,051 / 980,101 / 1,467,201), trygdeavgift 7.6%, tax on ordinary income 22% (18.5% in Troms and Finnmark), arbeidsgiveravgift 14.1% in zone I to 0% in zone V, and VAT 25% standard / 15% food

Derived figures are ours. The marginal rates, the excess table, the cash-equivalent multipliers, the 100-employee saving and the NOK 17,000 stacking example are calculated from the rates above. They ignore the personal allowance and use zone I arbeidsgiveravgift unless stated, so treat them as representative, not as a payslip. This guide is general information, not tax advice; for a specific programme, confirm with your regnskapsfører or Skatteetaten.
